Purported by its title as "Remarks prepared by Mr. Saul Steinberg for a luncheon given in his honor at the Smithsonian Institution on February 27, 1967," the document is, on close inspection, a stream of nonsense in the form of a grand proclamation, handwritten in a fanciful, antiquated script on Smithsonian letterhead.

Saul Steinberg was a Romanian-born American artist and illustrator, known for his visual commentary on American life created for The New Yorker magazine during the 1940s through 1990s, as well as for his drawings, paintings, collages, and sculpture.
